AT&T Problems again?

Last year around this time, there was a big problem with AT&T and Twitch, wherein watching a stream was just not possible. The stream would buffer constantly on anything higher than Low quality. Eventually, it got better, and I was able to resume watching streams in High and Source quality. Lately though, I have noticed the exact same thing is happening again. I noticed it about two weeks ago before I went on vacation, where I had to bump a stream down to High to get it to stop buffering. At the time, I figured it was my local network that was busy and causing the issue. I returned from vacation and have found that with only my computer on the local network, I can barely watch a stream on High. Source is constantly stopping every 5-10 seconds to buffer for 5-10 seconds. Medium works okay, but the quality is pretty bad and just makes it useless to try and watch certain games that have a lot of detail and motion on the screen. Are there any other AT&T U-Verse members having this issue again? I'm curious to know if I need to investigate my hardware or if it's truly back to AT&T being their usual crap selves.
